I think they did a great job of "showing" as much as "telling" in this scene. Normally Batman operates in the shadows, in the dark, because he's the Dark Knight, whereas Gordon and Dent (the White Knight) would operate as agents of the law in the open, in the bright light of day. In that that scene however Gordon comes in to a dark room lit only by a desk lamp, showing just how "in the dark" he really he is re: all the corrupt cops in his unit. Then when he leaves and Batman becomes the Joker's primary interrogator the lights come on and everything becomes almost blindingly lit, just as Batman's normally subtle nature gives way to Bruce Wayne's blinding anger at the Joker having kidnapped his love interest. It's a subtle touch but it really shows the importance of things like lighting, sound, and cinematography in making things come together in a film like this.
